Roger Hay

Roger Hay is Oxford Policy Institute's director. He is medically qualified and subsequently studied development economics at Oxford where he has been based since 1976. From 1978 to 1996 he was a Research Associate in the Department for International Development, University of Oxford and, from 1979, a research unit director. In 1996, he established Oxford Policy Management, now a leading UK economic policy consultancy, alongside Oxford Policy Institute. Until he retired from Oxford Policy Management at the end of September 2005, he was its most senior health consultant and, for some years before, its Managing Director. For the last twenty-five years he has worked with senior government officials designing and implementing public sector reforms. Recently, his work has concentrated on the challenges of managing pluralistic health systems in resource-constrained environments, on health sector regulation, on public service workforce incentives and on private sector contributions to public sector performance.



Stephen Yeo

Stephen Yeo brings to OPI two decades of experience in the creation, management and evaluation of knowledge networks. He is Chief Executive Officer at the Centre for Economic Policy Research, a Europe-wide network of over 700 researchers in 25 countries. Stephen has acted as an advisor to organizations which include the Bank of England, the Eurasia Foundation, the Ford Foundation, the International Development Research Centre in Ottawa, the United Nations Economic Commission for Africa, and the World Bank. He serves on the Board of Advisors of Trade and Industrial Policy Strategies (TIPS) in South Africa and the Southern African Trade Research Network (SATRN). He has written on a range of subjects including regional economic integration and trade policy capacity building in Sub-Saharan Africa. From 2002 to 2004 he was Principal and Head of the Economic Policy Group at Development Alternatives Europe (formerly Bannock Consulting). Stephen will retain his position at CEPR while advising OPI part-time. Stephen has a passion for research interactions and communicating research results using modern communications technologies - a great strength as OPI develops its international research networks and practitioner-research communities.



Jerrett Myers

Jerrett Myers joined OPI from an MSc in Public Policy and Administration at the London School of Economics and Political Science. His thesis investigated the incentives researchers have to transfer knowledge to public sector managers. He was formerly a civil servant in the Science Policy and Planning Directorate of Agriculture and Agri-Foods in Ottawa. He studied Public Affairs and Policy Management at Carleton University where he gained a number of awards and was a teaching assistant in the Department of Law. Jerrett has had extensive experience in project management for both the Canadian government and private sector clients .
